Join Collins Aerospace as a Manager, Contracts, and become a key player in our Resilient Navigation Solutions (RNS) Portfolio.

In this role, you'll be the strategic lead for contractual matters within our Precision Navigation Team (PNS), where you'll directly support the Navigation and Controls group, working primarily on high-stakes Department of Defense (DoD) contracts and subcontracts.

The individual will provide business guidance and contribute to the strategic growth goals and develop and maintain trusting relationships with external US Government and Prime Contractor customers, as well as internal stakeholders.. Additionally, this opportunity will provide a platform to accelerate development and broaden Contracts technical capability. 

The actual team being supported is geographically located in Southern California region.

What YOU Will Do:

  • Communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions

  • Interface with the customer on all contracting matters, and act as a liaison between the cross-functional team and the customer

  • Implement strategies to improve acquisition timelines and customer pace of contractual actions

  • Drive results and closure of actions by proactively investigating matters, applying critical thinking, gathering detailed information, seeking innovative contracting techniques, and collaborating with relevant stakeholders

  • Employ robust change management practices to mitigate unauthorized changes while balancing the requirements of production and sustainment programs.

  • Recognize and eliminate ambiguities or unauthorized changes to contract requirements that could result in cost overruns, schedule delays, or performance issues

  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture, and deliver a financially sound business case while meeting company policies and standards

  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process

What YOU Will Learn:

  • Advanced Regulatory Expertise: Enhance your expertise in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplements (DFARS), learning how to apply these critical frameworks to shape contracting strategies that align with both customer needs and corporate objectives.

  • Cross-Functional Leadership: Expand your leadership skills by collaborating with diverse teams, including the Office of General Counsel and various cross-functional peers, to resolve complex contractual issues and influence senior leadership decisions.

Qualifications We Require:

  • Must have a minimum of 8+years of professional experience defense contracting including administration/management of all contract types including cost-type contracts, OTA's, fixed-price type contracts, for development, transition to production, full rate production, sustainment, and services.

  • Direct experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding and negotiations.

  • Knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements 

Qualifications We Prefer:

  • Ability to travel to support program needs ~10%

  • 5 ears experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding, negotiations, and certification of Cost or Pricing Data

  • Experience in generating and negotiating complex proposals/contracts terms and conditions

  • Proficient in Microsoft Office® suite (primarily Word, PowerPoint, and Excel)

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
