Leidos is hiring an energetic, motivated, innovative individual to be a part of our team supporting Center for Medicare and Medicaid Services (CMS) in Baltimore, MD. We are seeking an experienced Project Manager with a background in Tivoli Workload Scheduler (TWS) to lead and coordinate end-to-end project initiatives. This role involves overseeing the planning, execution, and delivery of TWS implementations, migrations, and optimizations in both on-premises and/or cloud (e.g., AWS) environments. The ideal candidate will have a strong understanding of TWS best practices, proven project management experience, and excellent communication skills to drive cross-functional collaboration.  The candidate will also use strong interpersonal skills to build relationships with CMS, and application customers.

Key Responsibilities

Project Planning & Coordination

  • Develop comprehensive project plans, including scope, timelines, resource needs, budgets, and risk assessments for TWS-related initiatives.
  • Collaborate with stakeholders to define project objectives and ensure alignment with business goals.

Execution & Delivery

  • Oversee the successful execution of TWS projects, ensuring all requirements, milestones, and deliverables are met within scope, schedule, and budget.
  • Manage day-to-day project activities, track progress, resolve issues, and escalate risks as necessary.

Resource Management

  • Identify required skills, allocate resources, and monitor team workload to ensure balanced distribution of tasks.
  • Coordinate with technical SMEs (including TWS administrators, infrastructure teams, and cloud specialists) to facilitate smooth project execution.

Stakeholder Communication & Reporting

  • Serve as the primary point of contact for project status and updates, providing clear communication to leadership and key stakeholders.
  • Prepare regular status reports, dashboards, and presentations to highlight progress, risks, and mitigation strategies.

Risk & Issue Management

  • Proactively identify, assess, and address project risks and issues that could impact delivery.
  • Implement mitigation plans, escalate critical concerns, and track resolutions to closure.

Change Management & Governance

  • Ensure adherence to organizational change management practices, IT governance, and compliance requirements (e.g., security, data privacy).
  • Oversee project governance processes (e.g., steering committees, project boards) to drive decision-making and maintain accountability.

Quality & Continuous Improvement

  • Implement quality assurance measures for TWS deployments and integrations, ensuring that configurations and documentation meet established standards.
  • Lead post-project reviews, capture lessons learned, and recommend improvements for future initiatives.

Budget & Vendor Management

  • Manage project budgets, forecasts, and financial reporting related to TWS initiatives.
  • Liaise with vendors or service providers, negotiate contracts, and oversee vendor deliverables to ensure they meet project requirements and quality standards.

Required Qualifications

  • Education & Experience
    • Bachelor’s degree in Computer Science, Information Technology, Business, or a related field (or equivalent experience).
    • 8+ years of project management experience leading complex IT initiatives, preferably involving workload scheduling or automation solutions.
    • Familiarity with Tivoli Workload Scheduler (TWS) concepts and capabilities.
  • Project Management Skills
    • Proven expertise in project planning, resource allocation, risk management, and stakeholder communication.
    • Experience with PM methodologies (e.g., Waterfall, Agile, or hybrid approaches) and tools (e.g., MS Project, Jira, Confluence).
  • Technical Aptitude
    • Basic understanding of TWS architecture, batch job scheduling, and orchestration processes.
    • Knowledge of cloud environments (AWS preferred) and related services is a plus.
    • Proficiency with Microsoft Office Suite and collaboration tools.
  • Soft Skills
    • Exceptional communication and presentation abilities to engage with technical and non-technical audiences.
    • Strong leadership and interpersonal skills, capable of motivating cross-functional teams.
    • High attention to detail, organizational skills, and the ability to handle multiple projects simultaneously.

Preferred Qualifications

  • Certifications in Project Management (e.g., PMP, PRINCE2, CSM).
  • Hands-on experience with TWS integrations in AWS or other cloud environments.
  • Knowledge of ITIL or other IT Service Management frameworks.
  • Prior experience managing large-scale enterprise automation or digital transformation initiatives.

Pay Range:Pay Range $89,700.00 - $162,150.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
