The Software Program Manager will support BHDIC's growing software development team within a technology team of 200+ employees and contractors. The Software Program Manager will aid our leadership in providing oversight and guidance to our development teams. We are looking for a supportive software development leader who will help our development teams thrive. This leader will provide insights into both corporate initiatives and team health, ensuring that teams are not only productive but also maintain a sustainable work environment. They will work with our business leaders and development teams to foster our teams’ continuous improvement in communication and software delivery practices.

The Software Program Manager will report to the Head of IT for BHDIC. While this is not a hands-on technology role, it does require significant prior hands-on experience in one or more software design or delivery roles.

Please note that we have one position open that we are posting under the titles “Software Program Manager” and “Software Delivery Leader” to increase the number of candidates we reach. Final title will be determined at time of hire.

Job Responsibilities

  • Observe and monitor cross-team activity for risks to delivery, overall quality, and system dependability.
  • Guide and support teams to becoming self-organized while also encouraging effective collaboration between teams and stakeholders.
  • Mentor team leads and managers in guiding their teams and working with stakeholders.
  • Work with business and technical team stakeholders to continuously refine and implement agile software development life cycle practices in areas such as delivery cadence, requirements gathering techniques, and backlog refinement.
  • Work with leadership to refine standards, procedures, and analysis for reporting development velocity, quality, and production readiness.
  • Mentor others in facilitating standups, retrospectives, planning sessions and other sprint activities.
  • Collaboratively intervene when needed to keep teams on track by locating help, refining guidance, or escalating to leadership as appropriate.
  • Work with other technology leaders to define team composition and assign team members as appropriate.
  • Administer comprehensive documentation of BHDIC agile standards and guidelines, to include periodic reviews and training of team members.
  • Occasional travel to Wilkes-Barre/Scranton PA area for strategy meetings (several times per year)
  • Normal working hours based on Eastern US time

Required Qualifications

  • A passion for being a supportive servant leader and helping our team members work through all the messiness that comes with people working together
  • Ability to communicate effectively without using buzzwords
  • Significant experience in hands-on software design and delivery so that they can effectively support teams and team members including business systems analysts, developers, QA, and DevOps
  • Has a track record of defining and implementing collaborative, people-oriented software development practices in accordance with industry approaches such as Scrum and Lean Software Development
  • Experience managing multiple-team software development programs
  • 10+ years experience with both Agile software development and Scrum, ideally with exposure to Lean Software Development
  • 10+ years in software development leadership
  • 5+ years experience working with remote software development teams practicing CI/CD and DevOps in a cloud environment

Preferred Qualifications

  • Bachelors or equivalent in Software Engineering, Information Systems, or similar field
  • Scrum Alliance Certified Scrum Master. Ideally also Scrum Alliance Certified Product Owner
  • Experience working in a regulated industry. Ideally 5+ years working with Property & Casualty Insurance or a related industry
  • Lives within driving distance or single flight of Scranton/Wilkes-Barre airport (AVP)

In accordance with pay transparency laws and regulations, the following good faith compensation range estimate is being provided.  The salary range for this position is $145,000- $170,000 per year.  Final compensation will be based on candidate qualifications, geographic location, and other considerations permitted by law.
