The Role

Moderna is seeking a Director, Public Policy US Federal to join its US Commercial team. This role is responsible for developing strategies for business growth and risk management through advocacy, public policy shaping, public procurement and stakeholder engagement. The person will be responsible for advancing and protecting the public policy interests and reputation of Moderna and contributing to the development of Moderna’s Public Policy and Market Shaping Strategy.  This includes communicating official company public policy positions and carrying out Moderna’s Public Policy and Market Shaping strategies in support of Moderna’s above-brand and product-specific business priorities.

Here’s What You’ll Do

Internal Responsibilities

  • Report to the Head of Public Policy US

  • Partner with the US Commercial team to incorporate strategic advice into brand planning and long-range strategy, including:

    • Provide input into product launch planning

    • Advise on major brand, commercial, and medical initiatives

    • Advise business partners on various Commercial and Medical initiatives in a way that advances the company’s strategy

    • Proactively develop and implement a highly coordinated market shaping/policy development strategy in alignment with above-brand and product-specific business priorities

  • Collaborate with business partners in various departments across the organization, such as Sales & Marketing, Market Access, Medical Affairs, Commercial Operations, Decision Science, Business Analytics, Field Training, and Global Marketing

  • Monitor and report on relevant federal and state legislation, political developments and relevant industry issues, and provide briefings on strategies aimed at protecting Moderna, its patients, and its other stakeholders.

  • Act as a subject matter expert on matters relating to healthcare law and policy related business operations, staying abreast of evolving healthcare legislation and regulations

  • Serve as a member of various cross-functional teams

  • Educate internal stakeholders on legislative and executive matters relevant to Moderna, its patients, and its other stakeholders

External Responsibilities

  • Serve as an ambassador for Moderna in engaging key external stakeholders and understanding their priorities, initiatives and policy positions and identifying opportunities for partnership, establishing and expanding programs, and increasing advocacy for our therapies to achieve population health objectives.

  • Engagement with U.S. federal agencies and multi-lateral organizations –

    • National Immunization Technical Advisory Groups (in coordination with Market Access and Medical Affairs), including the U.S. Advisory Committee on Immunization Practices

    • U.S. Health and Human Services agencies, including:

      • Food & Drug Administration (as needed, in coordination with Legal and Regulatory Affairs)

      • Centers for Disease Control and Prevention (in coordination with Market Access)

      • Centers for Medicare and Medicaid Services

      • Assistant Secretary for Preparedness and Response

  • Serve as a registered lobbyist for the Company as needed

  • Engagement with relevant trade associations (e.g. BIO) and external vaccine policy, public health and immunization stakeholders

  • Develop strategies with relevant organizations to enable Moderna to support initiatives aimed at promoting vaccine confidence and to address vaccine hesitancy

Here’s What You’ll Need (Minimum Qualifications)

  • Minimum 10 years of experience in similar role within a Biotech, Pharma or Life Sciences organization

  • Experience serving as a lobbyist for the Company and/or relevant government experience

  • Willing to travel within the US as required, and as necessary to Moderna’s offices in Cambridge, MA and Princeton, NJ

  • Bachelor’s degree required

    • National Immunization Technical Advisory Groups

    • U.S. Advisory Committee on Immunization Practices

    • U.S. Health and Human Services agencies

  • Recognized SME on matters relating to healthcare law and policy related business operations

  • Outstanding communication skills (verbal and written). 

  • Ability to manage multiple projects in a fast-paced environment.
